KALUGA VARIANT OF INNOVATIVE DEVELOPMENT OF THE ECONOMY

Abstract

Background. Against the background of sanctions by the international community against the Russian Federation, a special role and importance is being gained by innovative provision of innovative projects at the regional level. A successful solution of this issue can be a trigger of stable economic recovery of the whole country. This issue becomes especially important in view of limited resources to implement all available investment projects in the regions of the Russian Federation. The main purpose of the article is to promote excellence of Kaluga region in this plan for later implementation in other regions. The region has become one of the first pilot projects in Russia and by now has shown good results based on the methods developed herein. These developments are used today by more than 15 economic entities of the Russian Federation. However, such methods are not always and not everywhere applied with the maximum level of possible impact. It is therefore very important to achieve this level of comprehensibility of the model, which would allow to apply it with the same efficiency in other geographical areas.
Materials and methods. Applying a multifactor analysis, systematic, comprehensive, situational and process approaches, the article considers the tools and models, originally created in the region, aimed at ensuring effective investment of innovative enterprises.
Results. As specific results one can distinguish the Kaluga option of creating a favorable investment climate in separate territories, as well as development models for technological parks and cluster formations: both of vertical and horizontal levels.
Conclusions. It is concluded that the most tools and models developed in Kaluga region in the field of investment provision of innovation projects can be copied after appropriate adaptation measures in other regions of the country, and that the system of industrial (technological) parks is a self-developing and self-sufficient structure of the innovation process.
